    REFLECTIONS ON DIKKO RADDA’S TRANSFORMATION OF KATSINA STATE

    From the onset, Dikko Umar Radda, PhD, CON, had a clear vision for the state, anchored on strategic planning and a deliberate policy formulation framework. This vision has been translated into the administration’s public policy implementation across various sectors of the state. To Dikko Radda, power should be exercised and decisions made based on the input of citizens and other stakeholders.

    Dikko Radda premised his governance style on a planning model christened “Building Your Future.” This strategic policy document encompasses innovative and holistic planning, ensuring that every policy initiative is examined across key areas: budget, laws, organization, community, knowledge, and security.

    This integrated approach provides a system-wide mechanism for synergy and developmental transformation. Consequently, an effective evaluation of Dikko Radda’s governance can be based on service delivery, citizen participation, transparency, and accountability.

    Sectoral Achievements:

    1. Establishment of the Community Watch Corps (CWC).

    2. Construction of 75 new secondary schools.

    3. Digitization of the revenue system.

    4. Implementation of the Treasury Single Account (TSA).

    5. Introduction of a central billing system.

    6. Launch of “Rumbum Sauki.”

    7. Establishment of community development centers in all 361 wards.

    8. Recruitment of 2,400 youths into the CWC.

    9. Recruitment of 150 vigilantes per local government.

    10. Purchase of 10 Armored Personnel Carriers (APCs).

    11. Procurement of 65 Toyota Hilux vehicles for patrol.

    12. Purchase of 700 motorcycles for patrol operations.

    13. Provision of security lighting in 14 secondary schools.

    14. Rehabilitation of secondary schools.

    15. Construction of 160 classrooms, 81 boreholes, 46 toilets, and 20 staff quarters.

    16. Upgrade of all Primary Healthcare Centers (PHCs).

    17. Enrollment and employment of additional staff in the health sector.

    18. Establishment of a 12-bed dialysis center at General Amadi Rimi Specialist Hospital.

    19. Establishment of a 16-bed renal care center.

    20. Procurement and supply of medical equipment worth over ₦10 billion.

    21. Execution of the Katsina Urban Renewal Project, including networks of dual carriageways, culverts, and solar street lighting.

    22. Establishment of the Hisbah Board.

    23. Establishment of the Zakat and Waqf Commission.

    24. Mosque renovations and support for pilgrims.

    25. Modernization and strengthening of traditional institutions.

    26. Establishment of KATGIS.

    27. Implementation of public sector reforms.

    28. Establishment of KASEDA to support MSMEs.

    29. Provision of boreholes and solar-powered water schemes.

    30. Expansion of urban and rural water infrastructure.

    Conclusion

    Dikko Radda’s tenure is a testament to the effectiveness of robust planning as a catalyst for good governance and a critical tool for institutional transformation. Transparency and accountability have provided the impetus for a strong performance index, ensuring optimal resource utilization

    Furthermore, the administration has ushered in a culture of citizen-centered development, which stands as a lasting legacy that successive governments must contend with. Therefore, these achievements are a direct reflection of prudent management and the careful execution of Dikko Radda’s pre-election strategic vision.
