    Governor Radda Elevates District, Village Heads to Grade Levels 16 and 10 Under Emirate Law

    * District and Village Heads commend government, stakeholders for successful implementation

    Katsina State Governor, Malam Dikko Umaru Radda, has elevated District Heads to Grade Level 16 and Village Heads to Grade Level 10 across the state.

    A statement signed by Ibrahim kaula Mohammad Chief Press Secretary to the Governor said the event, held today at the Muhammadu Buhari House, Government House, Katsina, marked the formal flag-off of the implementation of the new grading structure under the Emirate Law passed by the State House of Assembly in August 2025.

    Governor Radda described the reform as a major milestone in strengthening traditional institutions and improving their welfare.

    He commended the Local Government Service Commission and all relevant stakeholders for their dedication to the successful implementation of the initiative.

    “I thanks the Local Government Service Commission and all stakeholders for their commitment in making this initiative a reality. We are optimistic that, in no distant time, the full benefits of this reform will be realized,” the Governor said.

    The Governor also appreciated traditional rulers for their continued cooperation and support, noting their critical role in maintaining peace, stability, and grassroots development.

    “I thank our traditional rulers for their consistent cooperation. Your support has been instrumental to the progress we are recording,” he stated.

    Governor Radda called for sustained unity and collaboration, stressing the importance of collective responsibility in addressing societal challenges.

    “We will continue to seek your prayers and cooperation as we work together to build a peaceful and prosperous society. Prayer remains central to our collective progress,” he added.

    He expressed satisfaction with the improved security situation in the state, attributing the progress to the joint efforts of government, security agencies, and community leaders.

    “Everyone can attest that insecurity has reduced drastically. This is a result of our collective commitment to restoring peace,” he said.

    The Governor reassured citizens of his administration’s resolve to sustain the gains recorded.

    “By the grace of Allah, we will continue to do everything possible to ensure lasting peace and stability,” he affirmed.

    Earlier, the Special Adviser on Emirate Affairs, Hon. Usman Abba Jaye, described the occasion as another milestone in repositioning traditional institutions in Katsina State.

    He noted that the Governor has remained committed to fulfilling his campaign promises, particularly in improving the welfare and status of traditional rulers.

    “From the beginning of this administration, the Governor engaged us to work closely with traditional rulers to improve their conditions,” he said.

    He disclosed that nearly 8,000 Ward Heads are now benefiting from the enhanced allowance system, describing it as a significant step in strengthening grassroots leadership.

    Hon. Abba Jaye also revealed that the Governor approved Sallah incentives and other welfare packages to enhance the dignity and effectiveness of traditional rulers.

    He emphasized the importance of District Heads actively participating in Sallah activities within their domains to preserve cultural values.

    “The Governor is doing everything possible to uplift traditional institutions and position them to support peace, unity, and development,” he stated.

    Also speaking, the Chairman of the Local Government Service Commission, Alhaji Usman Mamman Maska, said the event marks the formal commencement of the implementation of the new grading structure under the Emirate Law passed by the State House of Assembly in August 2025.

    He explained that due process was followed, with all relevant ministries and agencies working collaboratively to ensure success.

    “We have diligently carried out all necessary processes to make this reform a reality,” he said.

    He confirmed that District Heads are now placed on Grade Level 16, while Village Heads are placed on Grade Level 10, describing the development as a significant step toward strengthening traditional institutions and improving their welfare.

    In a goodwill message, Kauran Katsina, Alhaji Nuhu Aminu Abdulkadir, described the reform as timely and impactful.

    He commended Governor Radda for his commitment to strengthening traditional institutions and for his inclusive leadership style.

    “Traditional rulers are always consulted and carried along in decision-making processes,” he noted.

    The event was attended by the Deputy Governor of Katsina State, Malam Faruk Lawal; the Speaker of the State House of Assembly, Rt. Hon. Nasir Yahaya Daura; the Principal Private Secretary to the Governor, Hon. Abdullahi Aliyu Turaji; members of the State Executive Council; and other key stakeholders.
