The Katsina State Local Government Service Commission has established two new strategic units—the Procurement Unit and the Women Development Unit—to strengthen governance, improve transparency and enhance service delivery across the state’s 34 Local Government Areas.
The new units were created under the leadership of the Chairman of the Commission, Alhaji Usman Mamman Maska, as part of ongoing institutional reforms aimed at improving efficiency, accountability and inclusive governance at the local government level.
In a press statement issued by the Commission and signed by the Permanent Commissioner II and Chairman, Information and Publicity Committee, Malam Abdul’aziz Lawal Danyari, the Commission said the initiative aligns with the Katsina State Government’s reform agenda of building stronger, more responsive and people-centred local government institutions.
The statement quoted Governor Dikko Umaru Radda as saying the establishment of the two strategic units represents another milestone in the administration’s drive to strengthen transparency, accountability and efficiency in local government administration.
“Strong institutions remain the foundation of sustainable development. We will continue to support reforms that enhance good governance and improve service delivery at the grassroots,” the Governor said.
According to the Commission, the Procurement Unit will oversee procurement planning, ensure compliance with procurement regulations, strengthen documentation and promote value for money in government contracts across all 34 Local Government Areas.
“The Procurement Unit will institutionalised due process, strengthen financial discipline and ensure that public resources are managed prudently. Every kobo spent must deliver value to the people of Katsina State,” Governor Radda stated.
The Commission said the Women Development Unit will coordinate programmes on women’s empowerment, entrepreneurship, skills acquisition and capacity building.
It added that the Unit will also facilitate women’s access to opportunities provided by government and development partners, while promoting their active participation in local governance and community development.
“Empowering women is essential to building stronger families, resilient communities and a more prosperous society. Our administration will continue to create opportunities that enable women to realise their full potential,” the Governor added.
He reaffirmed the administration’s commitment to strengthening local government institutions through policies and reforms that deliver measurable benefits to citizens.
“We remain committed to building efficient, transparent and accountable institutions that respond to the needs and aspirations of our people across the 34 Local Government Areas,” the Governor further stated.
The Commission further disclosed that the establishment of the new units builds on earlier reforms, including the creation of Budget Units, Code of Conduct Desk Officers and Climate Change Desk Officers across the state’s 34 Local Government Areas.
It also announced that Heads of the Procurement Units will undergo training at the Bala Abdullahi College of Administration, Funtua, beginning Monday, August 10, 2026, to equip them with the knowledge and skills required for the effective implementation of the new procurement framework.
