The General Officer Commanding (GOC) 3 Division and Commander Operation ENDURING PEACE, Major General Maxwell Dangana has charged military and paramilitary officers to continually enhance their capacity to understand the operational environment, anticipate emerging threats, plan effectively and optimise available resources for successful mission accomplishment.
A statement signed by Lieutenant Colonel Olumide Victor Olukoya Acting Deputy Director Army Public Relations 3 Division Nigerian Army said the GOC gave the charge on 22 September 2026 while declaring open the 3 Division Operations Planning Cadre for Military and Paramilitary Officers within the Division’s Area of Responsibility, held at Headquarters 3 Division, Maxwell Khobe Cantonment, Jos.
Speaking on the theme of the cadre ‘Building the Capacity of Operational Level Commanders to meet Contemporary Security Challenges in a Joint and Multi-Agency Environment’ the GOC noted that the contemporary security environment is characterised by complex and constantly evolving threats that require commanders to go beyond the conventional application of military capabilities. He stressed the need for professionally competent, adaptable and innovative commanders capable of integrating diverse capabilities towards achieving assigned missions. He further observed that the operational environment is increasingly shaped by technological advancements, information management, social media, economic conditions as well as the activities of various state and non-state actors.
Major General Dangana explained that “For 3 Division and Operation ENDURING PEACE, our formations and units operate across diverse environments where the security of communities, protection of lives and properties, support to civil authorities and maintenance of peace requires effective leadership and close cooperation with other security agencies. We must therefore remain prepared to respond to changing circumstances while ensuring that our operations are guided by clear objectives, sound judgement and operational competence.” He therefore urged the participants to take full advantage of the cadre, engage meaningfully with the resource persons, share experiences and challenges encountered in the field, foster seamless interoperability with personnel from sister services and other security agencies and ensure that the knowledge gained is applied to improve the effectiveness of their commands.
Earlier in his welcome remarks, the Commander 3 Division Garrison, Brigadier General Adiyu Aminu, described the cadre as an important platform for participants to exchange experiences, examine lessons learnt and develop practical solutions to operational challenges within and beyond the Division’s Area of Responsibility. He noted that the true value of the programme would ultimately be determined by the extent to which the knowledge and lessons gained are translated into improved operational outcomes in the various formations and agencies.
Brigadier General Aminu further stated that the cadre was consistent with the COAS Command Philosophy, particularly its focus on professionalising the Nigerian Army, strengthening leadership, enhancing operational effectiveness, building human capacity and promoting collaboration with relevant stakeholders. He consequently encouraged participants to maximise the opportunity, constructively challenge existing assumptions and establish professional relationships capable of strengthening cooperation beyond the duration of the event.
The cadre commenced with a lecture titled ‘The Effect of Operational Planning on Military Operations’ delivered by the Chief of Staff, Headquarters Operation ENDURING PEACE, Brigadier General MS Sule. Other highlights of the event included robust interactive session, presentation of souvenirs and a group photograph.
