    WHAT YOU SHOULD KNOW ABOUT KATSINA STATE EMIRATE COUNCIL

    A Comprehensive Report on Government Support for Traditional Institutions in Katsina State Under the Administration of Governor Malam Dikko Umaru Radda,PhD, CON from (May 2023 – Present).

    Since assuming office on 29 May 2023, Governor Malam Dikko Umaru Radda,PhD,CON has demonstrated a strong commitment to strengthening the traditional institution in Katsina State. His administration has recognized the important role played by the Katsina Emirate and Daura Emirate in promoting peace, security, culture, religion, and community development.

    Rather than treating the traditional institution as merely ceremonial, the present administration has incorporated traditional rulers into governance through reforms, legislative initiatives, security collaboration, welfare improvements, and cultural promotion.

    This report examines the major reforms, policies, projects, ceremonies, and government-sponsored traditional activities involving the Katsina and Daura Emirates.

    (1) Government Policy Towards Traditional Institutions

    The Radda administration adopted a policy of making traditional rulers strategic partners in governance.

    This policy focuses on:

    * Community security

    * Peacebuilding

    * Grassroots administration

    * Preservation of cultural heritage

    * Religious harmony

    * Rural development

    * Conflict resolution

    Traditional rulers now participate more actively in government consultations, especially on security and community affairs.

    (2 )Major Reforms Introduced

    A. Katsina State Emirate Law

    One of the most significant reforms was the enactment and implementation of the Katsina State Emirate Law.

    The law:

    * Modernizes the administration of emirates.

    * Defines the responsibilities of traditional rulers.

    * Provides a clearer legal framework for emirate administration.

    * Improves coordination between government and traditional institutions.

    * Strengthens the welfare of district and village heads.

    B. Establishment of the Katsina State Council of Emirates

    The government established the Katsina State Council of Emirates to enhance cooperation among the emirates.

    The Council brings together:

    * Emir of Katsina

    * Emir of Daura

    Its objectives include:

    * Advising government

    * Promoting Islamic values

    * Enhancing conflict resolution

    * Strengthening traditional governance

    Governor Radda approved a new grading structure for traditional office holders.

    * Better recognition of traditional leadership within local government administration.

    Perhaps the most visible contribution of traditional rulers under the current administration is in security management.

    * Conflict mediation

    * Public enlightenment

    Although no official document isolates projects exclusively for the Katsina and Daura Emirates, government initiatives benefiting traditional institutions include:

    * Turbaning ceremonies.

    * Installation of district heads.

    Government participation has been observed in:

    * Katsina Durbar.

    * Daura Durbar.

    * Emirate Council meetings.

    * Traditional leadership conferences.

    * Community peace meetings.

    * Islamic festivals.

    These events help preserve Katsina’s cultural identity while promoting tourism and social cohesion.

    (7) Relationship Between Katsina Emirate and Daura Emirate

    The administration has maintained cordial working relationships with both emirates.

    Government has consistently emphasized:

    * Equal respect for both emirates.

    * Inclusive consultation.

    * Joint participation in state functions.

    * Shared responsibility for peace and development.

    The administration of Governor Malam Dikko Umaru Radda,PhD,CON has pursued one of the most extensive programmes to strengthen the traditional institution in Katsina State in recent years. The reforms extend beyond ceremonial recognition to include legislation, welfare improvements, structured consultation, and greater involvement of traditional rulers in security and grassroots governance.
